    no, it doesn't exist
I like the PvP in this game for it's epic lagfests battles and I actually really enjoy running in a large group.
That being said I'll be happy when they add battlegrounds and arenas (they are coming right?) to give some small scale PvP.

I mean small scale in Cyrodiil sounds all well and good but then there's strategy, like safety in numbers. Cyrodiil just isn't the best environment for small scale.
    Another day, another deathtrap.

My small group always runs across groups of equal size most days, a lot times we start having a good fight and here comes 20 enemy or 20 allies, we were not zerg surfing things just happen, this is a group based game you might get killed by 2 players you might killed by 20, as they say poopoo happens.

I would not say small scale is common it happens but on the rare side.

Almost choked on my coffee reading this. Strategy. Pah.

If safety in numbers becomes the pvp imperative game inevitably dies bc the ppl with less numbers can no longer have fun.

    Yes, small scale is common
Since the zerg keep zerging the small roaming squad (2-6), I made a NB and my mission is to gank any zerger, horserider or siege user.

So yes you can still do small scale, in my case is gank squad.

Is it not already like that. Some people in the game won't even fight you if they don't have you outnumbered. They would rather run away than fight a 1v1

Theres a lot to do for small scale out there - I dont see as many other small scale groups though - but theres still some good sets out there and even medium/large size groups that are set on operating on their own.

Small scale doesnt get much done on laggy servers though. So once the lag kicks in, numbers count for everything.

This would be an issue if it wasn't pretty easy to get a large pug group.
And having more people is a strategy... would you rather have 10 trebuchets or 6?
