Can mobs and NPCs crit?

The question is pretty straightforward. I was just wondering if the impenetrable trait is worth anything in PVE.

PVE enemies don't crit and have no crit resistance, which is part of why things like Twice-Born Star with Shadow/Thief Mundus...es are so effective. Crit stacking means they melt like butter.

Until you read a patch note that says "Mob X and Boss Y will no longer be able to critically strike you."

Fun fact:

Originally enemies could crit, including bosses. If a tank was not using Impenetrable to reduce critical rate (the trait used to reduce crit chance instead of crit modifier), they may die spontaneously to a boss's critical attack.
They removed this RNG aspect to combat in I forget which update (before 2.0).
