Is this set 160 cp on the pts? If so, does it come with jewelry and weapons?

I'd really like to try this out on my magicka nb but not lose out on the 5 piece light bonus.

The tough part about getting Stygian in jewelry is that there aren't any dolmens (which is how you usually get jewelry) in Coldharbour.

You have to farm chests and keep your fingers crossed that the jewelry will be in them.
