Cannot random queue for dungeons

Hey there! I've had a particular issue since my joining, about two months ago, with random queueing for dungeons, despite having a full group with every role (2x damage dealer, healer, tank) accounted for. Whenever we try to queue up for the random dungeon, we get the following error message atop our screens:
Considering it's random dungeons, this seems a bit *** an issue. This occurs only on trying to run random dungeons, not selecting individual dungeons. Additionally, this occurs when queueing with ESO Plus members or with non-Plus members. Myself, I do not run ESO Plus.
Now, previously, this could be circumvented if I was given team leadership. Somehow, this allowed the group to run random dungeons just fine when I queued everybody up for random dungeons, seeing as I lack any DLC whatsoever. As of today, however, I cannot as much as invite people to groups, with people being invited getting a 'Failed to join party' error, while for me, it shows up as people automatically declining my group invites when they assure me they most certainly do not. I can, however, be invited just fine.
Google provides no information about this error, or this error message. The ESO knowledge database has this entry for it, but it provides no solutions.
The standard solutions of rebooting the client, reloading the UI, and a repair at that, have already been tried, to no avail.
Platform in question is Windows 10, 64 bit mode client. A ticket has not yet been created.
