You never get any reply using the ingame bug report command, it doesn't mean an entry in the bug tracker isn't created.
Same for for forums: no answer doesn't mean the bug hasn't been added to the bug tracker.

I believe that is the same problem as described here> https://forums.elderscrollsonline.com/en/discussion/272468/bug-purge-always-hitting-same-six/p1. Or at least closely related, part of the same problem.
"Smart Heals" which really applies to all AoE abilities, have been moved from true area effects to group only effects, but there is a flaw in the system where only the first 6 in the group (I would assume that means the 6 that have been in the group the longest) get the affect.
If this is the case with Igneous weapons, then you were not among the 6 so you didn't get it?
Very annoying to be right next to an ally that is not in my group and I can't heal them, buff them or anything, bad design if you ask me. And I have experienced first hand Rapid Maneuver not applying to a group member right next to me.

Just to confirm, Igneous Weapons, right? Molten Armaments (the non-Brutality morph) is fine. If so, try it in close proximity to 6 or more people. That might be the number cut-off similar to Purge.

Yes, Igneous. He's a hybrid of sorts using both Weapon and Spell Damage so it benefits him.
Ok so I used it in Rawl'kha Bank (more than 6 others around) got the same result as boldscot. Igneous Weapons gives the Spell Damage buff so I still get that (which is fine since despite being hybrid my Vampire is more leaned toward Spell than Weapon Damage) but no Weapon Damage increase. It definitely has control issues as right after I ran off to a secluded area and used it again and got both the Spell Damage increase from Igneous Weapons and Major Brutality.

Thanks for checking. We should have a good set of data for ZOS when they come back Monday. I updated my post to reflect your observation about Major Sorcery. I noticed I still get that regardless (my spell damage goes up), so it just seems to be a case of the Major Brutality buff not giving any priority to the caster in terms of the limit of people affected.
Wait, are you saying you, as the caster, don't get your own weapon damage buff from Igenous Weapons? If that's the case, wow! This seems like the alternative to having to use a 2 hander, but if it's broken...

Yep! Was going to try a DW/Bow build out but it's just too unreliable. If it were working, it'd be great because it'd also grant Minor Brutality and restore stamina (Earthen Heart passives).
@bottleofsyrup Is your magicka higher then your stamina? I wonder if it is only giving currently one buff depending which is higher (still broken)? If you had higher stam, would you get the brutality buff?

My stamina is the highest stat, but it's supposed to grant the buff regardless. We've determined it's the 6 person limit not prioritizing the player, ZOS just needs to not be so silent on this.

Many dungeons have friendly NPCs who are always in range of it and contribute to the "6", sadly.

No, if you are within range of 6 or more other players Igneous Weapons will NOT provide YOU with Major Brutality. It is not in active effects and your Weapon Damage is unchanged.
However, I cannot vouch for using it more than once as that was all I did was use it once.
