Imperial City DLC completely bugged! I can't play it at all!

So I have ESO Plus and I've completed the main quest (AD and defeated Molag bal) and now I want to start the Imperial city DLC. After accepting the mission I got a popup telling me to go speak with General Nedras, but the problem is the game isn't giving me any instructions on how to get to him. When I try to locate him on the map it's giving me a map of the Imperial city.
How on earth am I suppose to start this DLC when theirs no instructions?

✭✭✭✭✭The instructions can be found in the in-game help, under Imperial City. To find General Nedras, you need to enter the Imperial City Sewers, shown on the map of Cyrodiil with this icon:
