Reptiles and amphibians are distantly related to each other but in spite of some similarities, they can be distinguished by their physical appearance and different stages of life.

Amphibians live "double lives" — one in water with gills and the other on land by growing lungs as they age. They are vertebrates and cold blooded (ectothermic). Early amphibians, a crucial link from fish to terrestrial reptiles, were the first animals to leave the sea and venture onto the land.

Reptiles (meaning "to creep stealthily under cover of darkness") are a group of animals that have scales (or modified scales), breathe air, and usually lay eggs. Most reptiles live on land and reproduce by laying eggs. Crocodiles, snakes, lizards, and turtles are all examples of reptiles.

Probably easiest "fix" I've ever suggested for ya'll.

    Argonians can do the amphibious "double-life" thing since they can breathe underwater and on land, it's just that in this game we can't actually go underwater.

    Argonians have, historically, displayed traits of multiple animal groups; Reptile, Amphibian, Fish and Mammal.
    Their form appears to be largely amorphous and dictated by the needs of the Hist. What traits a particular generation of Argonian displays seems to vary depending on where in the timeline you are.

    Amphibians
    To identify an animal as an amphibian, it should have each of these characteristics:

    Amphibians have a backbone. They are vertebrates.
    Amphibians are cold-blooded. They cannot regulate their own body temperature.
    Amphibians spend at least part of their lives in water and on land.
    Amphibians do not have scales and their skin is permeable (molecules and gases can pass through).
    Amphibians have gills for at least part of their lives. Some species have gills only as larvae, while others can have gills throughout their lives.
    Most amphibians go through metamorphosis.
    Amphibians are frogs, toads, salamanders, caecilians and newts. Some common amphibians are bullfrogs, American toads, mole salamanders and hellbenders.

    I always thought they were reptiles, not amphibians.
