Poison making - different solvents giving same properties

Whatever happened to poisons? Using a 30lev solvent and cp10 solvent give the exact same properties. For example, if I'm mixing something for Minor Enervation, both poisons reduce 12% critical damage for 9.2sec (10sec cooldown). Absolutely the same.
The only thing that changes is when making a poison-damage. There, I can see higher points when using a cp10 solvent. But any poisons that deal with percentages and duration, they seem the same.

    Higher level Solvents should make the debuff last longer. It says it does on my tooltips anyway...
