Not sure what platform you're on or how feasible it is for you, but could you just farm up some gold and buy them in a guild store?
There is no substitute to Willpower!
Buy them with gold.
Currently on PS4: Willpower Arcane are hella cheap. I saw rings going for as low as 45k.
(As comparaison, I paid 80k/90k per rings months ago, after 1 week of monitoring prices)
If you don't have the gold, go with Robust or Healthy
If you are a PVE player, buy some healthy ones.
If you are a PVP player, you can go with Robust if Healthy are too expensive.
Lately, I've seen a few Rings of Willpower Robust, going as low as 1k...
I ran with a mix of Robust/Healthy Willpower, a few months ago until I had the gold to finally purchase Arcane ones and it was totally viable.
You can also run some Vet dungeons
As an alternative to grinding trophies in the sewers, Agility/Willpower pieces have a chance to drop from doing Vet Dungeons... While doing my daily pledges this past month, I landed 1x Ring of Agility Robust and 2x Ring of Willpower Arcane.
Not only do you have the chance do land some willpower jewelry, you might get a monster set helm and if it's a pledge you will get a gold/silver keys for some guarantee Monster set Shoulder pieces and you will raise your Undaunted.

This isnt actually a bad middle ground suggestion.
While its not the best for magicka based players for obvious reasons, its a good stepping stone.
I used this when I was struggling to get some arcane rings and neckless.
Health willpower rings and neckless are dirt cheap these days too.
just get a friend to craft some spell power glyphs for them (if you can purple).
Then just wait till you've got arcane. Really it works.
I said healthy willpower because most guilds have people (like me with a ton of that "crap") we consider junk and many of whom will even GIVE them to the OP (to help out)
OR
HE can just buy them, they are all very very cheap...
Hence why I said just get the wrong trait for now. (temporary solution, not a permanent replacement)
Use it as buffer gear until you have the proper funding for the others.
