it's a decent set that might make you have to work for a kill. so naturally we have to nerf it.
Check the combat log in this screenshot, I initially thought someone saved my ass with breath of life, but I went from almost dead to full health instantly, I was being hit by approximately 10-20 people.
It appears that the set's healing ignores battle spirit's reduced healing.
I reported about this issue and it seems ZOS are investigating this
This set needs some fix and bit nerf to healing buff it says %6 chance but it procs like %50 chance and heals like a crazy needs some adjustments.

Well what was the guys build, cp allocation and other armor he's wearing? Maybe he's stacked healing through the roof. One combat screen shot doesn't tell the whole story...
10-20 guys on him? Of course it's going to proc a lot. And maybe it was additive in combat log? It was probably a series of heals that added up and displayed as one when he died? Kinda like how bleed works in death recap?
I'd have to don the set myself to confirm, but people were saying that with the beam proc on you ALL healing was bypassing battle spirit. Those patch notes were specific to the beam proc itself, and should work similarly to how engine guardian does when you get a red beam proc. Scourge Harvester: Fixed an issue where the heal from this item set’s proc was being reduced by Battle Spirit; healing based on damage done will no longer be double-penalized by Battle Spirit.
Now I don't know if there is an additional bug or what but bottom line, its suppose to not get double penalized by battle spirit.
