No every time I will see them deliberately pull the enemy without even looking to see if everyone is ready or anything just runs in throws a spear and dies...It might be a case where the healer doesn't want to pull but a case where the tank fails to pull and the healer is always the first target until the tank or DPS does something about it. Mobs that have archers or other types with ranged attacks can really make a healers day interesting as they don't rush into the fray to be easily AOE'd down and instead stand back targeting the healer.

Every time? You are just having some really bad luck with finding healers! I confess I have on occasion as a healer started the battle but I don't do it often and it has always been when I was with guild mates and we were in team speak. I think it is justified though and will give an example of when I do it.
We are half way through a pledge and someone in the guild asks if there is a crafter online. Our tank then responds I can craft after the dungeon what do you need then he stands there talking to the person wanting armor. That conversation can be had later after we finish the dungeon so I hit a light attack to get things going.
I would never do that with a pug group, or players I haven't run several dungeons with. Sometimes though ya just gotta do something to remind the others hey we got something going on here...
Yeah, most of the time though things work best when the healer stays out of the way and just heals, offering up shields and maybe some DPS when they have extra magicka, but mostly just healing.
And as an aside I would like to say DPS with ranged attacks need to quit standing behind the healer (I see that a lot) and only the tank is allowed to stand in red for longer than the time it takes to dodge roll.

A real problem is when using the group finder someone will say they are a healer when really they are DPS just to get into a group faster. That happens often. Same with people pretending to be tanks.

The Aggro Freak DPS' and Healers are the Gin to your Juice. It will spice up your life you just need to "git gud"
