My personal opinion is if you are thinking you need to cheat in a game to be able to enjoy it, then you should find another game, not lower your standards.
If you have no problem cheating, then 100% yes you should download the thing and go nuts, no one will stop you.
My personal ethics tell me not to do that, I'll just play another game
The times when cheaters got permabans are long gone. Every Player means money and thats sadly all developers care about nowadays.

Start using implies I'm "debating" whether I should use it at least that's what it was meant to imply

And as of yesterday, both XB1 and PS4 were supposed to have their DB release. PS4 had a delay but apparently ZOS felt it safe to let these few players back in. Now I havent seen or heard anything to back up such claims that those banned are back. But if they are, then its a clear sign that ZOS doesnt care as long as its not a wide-spread problem. So the more people that do it, the more attention itll garner from ZOS. Until then, expect it to go unchecked and for ZOS to hope the vast majority of those aware of the issue are satisfied with the bans and the belief they are working on it.
