Should I Download Cheat Engine Now?

About 3 weeks ago it became well-known that certain players were using Cheat Engine to (among other things) give themselves the ability to CONSTANTLY spam ultimates. Certain players (no naming and shaming) used this to gain an UNFAIR advantage in PvP AND PvE; most notably completing veteran Maelstrom Arena using it. Videos popped up all over the forums and youtube, exposing players. The community was in uproar, understandably.

A couple days later (on the 30th of May) Zenimax responded. They told us that they handed out 43 permabans with more to come, and an official response to further tackle the issue was to be coming the next few days. The community cheered, understandably.

Now, on the 15th of June, this "official response" is nowhere to be found, and people who were supposedly permabanned are coming back to the game... What is the community supposed to feel? Betrayal? Anger?

We'd like to know how these players (again, no naming and shaming) got their PERMABANS lifted and why the leaderboads still contain the cheater's scores.

Should I start using Cheat Engine? There is seemingly little consequence for doing so.

    The only possible solution i see is to use cheat engine to knock those cheaters off the leader boards.

    My personal opinion is if you are thinking you need to cheat in a game to be able to enjoy it, then you should find another game, not lower your standards.

    If you have no problem cheating, then 100% yes you should download the thing and go nuts, no one will stop you.

    My personal ethics tell me not to do that, I'll just play another game
    Tl;dr really weigh the fun you have in game vs the business practices you are supporting.

    This is more of a rebellion than a they feel they need to cheat. In case you haven't noticed the PC community here has been rioting since yesterday at least lol

    The times when cheaters got permabans are long gone. Every Player means money and thats sadly all developers care about nowadays.

    The issue is, ZOS actually SAID that these people were getting permabans! And now they are un-permabanned...

    Im willing to bet they werent able to substantially prove more than a small number of players were using it even though there very well might have been far more that went unnoticed. The end result was what ZOS would consider insignificant in respects to the impact of the over all game (Firor just made it clear ZOS is focusing on Casual Players, they probably feel those players wont be impacted by this what so ever). So they permaban the cheaters at first because its right before a major release and that can be costly to their bottomline. People might decide not to buy in if they see this going on right as theyre pulling out their wallets.

    And as of yesterday, both XB1 and PS4 were supposed to have their DB release. PS4 had a delay but apparently ZOS felt it safe to let these few players back in. Now I havent seen or heard anything to back up such claims that those banned are back. But if they are, then its a clear sign that ZOS doesnt care as long as its not a wide-spread problem. So the more people that do it, the more attention itll garner from ZOS. Until then, expect it to go unchecked and for ZOS to hope the vast majority of those aware of the issue are satisfied with the bans and the belief they are working on it.

    Some people who were caught on VIDEO were unbanned... And as for it being true that they are back in the game, I know of at least 3 of them. 2 who were caught on video, and 1 who got an IMPOSSIBLE maelstrom score. (If anyone wishes to argue whether a certain vMA score is impossible, there were already lengthy discussions on that)
