Transmutation in DB Patch

I remember seeing PTS patch notes on a buff to the Transmutation set, from 2 seconds to 20 seconds but I can't find anything to do with it in the live patch, hopefully nothing was reversed.
I play on console and am wanting to run it on my templar. Does it have a 20 second effect on live with the latest Dark Brotherhood patch?
