delay after heavy or light attack?

When i use a light or heavy attack with my daggers i some times get a 3 second delay on my skills. as in it will not go off for around 3 seconds then it will suddenly proc. Has anyone else had this issue? it started with this last DLC.

ah, i read that this was with staff. was not sure if it was the same thing tbh
