How come the imperial NPC's attacking me in the city of Hallin's Stand?

The city looks like your typical large city with bank, crafting areas, horse stall, etc. But I have to sneak wherever I go in that city because if the Imperial guards see me, they will attack,

Fruitmass✭✭✭✭The Imperial occupation of Hallin's Stand is quest related. You'll have to finish the quests to liberate the town in order to get rid of them.
