If you aren't in a huge rush, it actually seems to come more quickly and easily. Do regular contracts and keep an eye out for these marks and you'll get them easy enough. That's what I found anyway.

I did this just the other day using the video and name list for reference. Wasn't as bad as I thought it was going to be, took me a little under two hours. Was very enjoyable, also got the tour of blood achievement, I think that what it was called.

NPCs instant-respawn when you kill them.
They can be found anywhere in the city!

Check your achievements menu, should show you there which ones you've killed.

Reward is the polymorph and the title "Executioner."
