Why Block Cost Reduction Enchant Stayed the same?

Hi everyone, Just a simple question. Why Block Cost Reduction Enchantment in Jewelry Stayed the same? Wasn't all Enchantments supposed to be buffed(20-100%)?
This question is directly about this enchantment, not about the CP system or Heavy Armor passives.

    Isn't the buffed enchant only for weapon one ?

    I think that might be correct. In order to balance poison. So no Jewelry or Armor enchantment got buffed?

    Yep only weapon enchanchments since they were always pretty lackluster.
