Charging Maneuver Bug

I wanted to note a bug that I've come across in PvP (not tested in PvE). 80% of the time when I hit Charging Maneuvers, it only lasts for 6.9 seconds, it does NOT give me the buff to my speed, but it does go on a few in my group that are in FRONT of me, and I of course fall behind. If I cast Charging Maneuvers up to two more times (after the 6.9 seconds runs out) it seems to put the normal cast time on me and I get the proper buff.
Anyone else notice this?
