Once you get through the first 25 to 30 levels, you suddenly get skill points, and have a lot of abilities, and it makes leveling a lot easier. And this applies for any class or build.

Yes. Khajitt is inherently a stamina class. Medium armor bonuses favor max stamina, stamina recovery, weapon damage and weapon critical. Dragonkinght and Templar both make great Stamina dps and stamina Tanks. Stamina Dragonkinght, now and in next patch, is Top Dps and definitely viable. Dragonkights are arguably the best tanks also. When your skills are first unlocked they will be magic based, but when you level them and eventually morph them, stamina options become available.
Stamina only improves survivability with blocking, dodge rolling, and break free. Vigor and Rally are stamina based heals. This would help significantly in PvP, where you need a lot of stam to perform these feats. Medium armor will provide a little more physical resistance than light, but not much more.
Again, I know you mentioned you didn't prefer daggers, and most stamina builds(PvE) BiS gear at the moment includes daggers. So just be aware, going stamina puts you into either daggers or swords on your main bar, and bow on your off-bar.
best place to start ... imo ... not sure if anyone has mentioned this ( at work so can basically only skim over everything ) is armor.... for stamina builds id go 5 medium 1 heavy and 1 light .... that will increase the ratings in all of them while u level ... also the heavy piece will give u a little more survive-ability ... and either bow or 2h to start off

Any suggestions as to what pieces the heavy and light would be? (Head, chest, belt, etc.)

Although a little squishy at the start until you get a stam based heal, you won't be disappointed when you've mastered it

Also don't mind duel-wielding, say, 1h swords, or having a 2h weapon. Just not very good at a bow even though that's what nearly everyone is suggesting/using on this site (I have been browsing other threads in the forums).
