I'm confused, why move Block Expertise away from Shield Expert (Increases the Armor of equipped shields by 75%), the two go hand in hand; now you're splitting them up, for what a CC duration reduction? At least Block Expertise made sense with Invigorating Bash, Shield Expert, and Reinforced in the same line so why move the Block reduction into a line that has nothing to do with tanking? Now I have to sacrifice points in Recovery passives or choose Blocking cost reduction, I'm losing out on being an effective tank either way. If you don't want Tanking to be a thing then get rid of it entirely, stop toying with us about what your game design is about.
