Why are Nerfs/Buffs NOT separated from PVP to PVE?

    Pretty simple. PvE is so easy that it doesn't even matter if certain skills get nerfed because of the PvP side. It does not really affect the casual playerbase.

    IOW, PvP discovers the imbalances, etc, that apply to both PvP and PvE.

    On the other hand, GW1 had awesome PvP and there some skills performed different in PvE vs PvP; some skills couldn't even be used in PvP. It was confusing. Maybe that is why ZOS doesn't want to do it that way.

    This game isn't' quite like that. the nerfs on the PVP side does big damage to the PVE side. For example, no stam regen while blocking was a big one for tanks, and PVE tank number has reduced by a noticeable amount since then.
