It wouldnt surpise me if rapids stack in some way sometimes.

I have the steed for health regen and would often outrun horses on foot with rapid vs horse sprint.
    Most gear with divines.
But every now and then speed would suddenly double...often in concert with somoene elses rapid manouvres.

I am assuming that as speed literally doubles....it must be a random speed stacking bug...or perhaps a sticky speed buff that isnt being wiped/replaced.

We were in Orsinium, on level ground.

That is your other problem. As above, Wrothgar is the worst for maintaining speed on a horse. Try racing in like Auridon or Glenumbra on the smooth roads there between towns. Stonefalls might be OK for this too.

The desert roads in Stros M'Kai are good for that, very smooth and a big part of them rather straight.

Might be possible as an Orc with racial passive wearing all well-fitted gear (for a short time)

But well-fitted gives just a reduction bonus in stamina consumption, it is not speeding you up.

I bet you don't stop for 3 minutes the moment you hit a body of water though...

I wear all well-fitted (well, not on characters, which have darkstrider sets) and I love it, because it allows me to sprint across Glenumbra basically for as long as I want to. I can as well sprint through water, as long as the swimming animation doesn't play. If it is not too deep, it is just slightly reducing the speed, just like it does when you run through it, just a slight reduction.

I've noticed or felt anyways that my Altmer character moves slower then my other characters. On mounts as well as off.

I think it might be related to hight, as my Altmer is taller than the rest.

Just my paranoid suspicion though ;)

Not slower, but has another rhythm in her motion, I recognized that as well.

If you have shorter legs, you need to do more steps in the same time to reach the same speed. This causes tall characters to look as if they would move slower.
