Maybe he hit a particle of dust, or a millimetre increase in floor height. That causes my mount to slow down as if he's approaching the edge of a cliff.
You would have been lighter than him plus horse, so sprinting could be faster?
Horses because of the Speed Patch a while ago have some real inconsistent speeds now. Sometimes I can get them to max (I have a speed display on my minimap), and sometimes I can't. Sometimes I get them to max speed, but it slows down over time.
Also, Lag on their end can cause their horse to run slower (or their character too).

Of course they weren't aware lol but I saw we had equal mount speed so I decided to footrace to compare. If we were both going slower than we should've then ok but it didn't feel like we were...

That is your other problem. As above, Wrothgar is the worst for maintaining speed on a horse. Try racing in like Auridon or Glenumbra on the smooth roads there between towns. Stonefalls might be OK for this too.

Well-Fitted only reduces the cost. It has no influence on the speed. I achieve my current speed with all Medium Armor, The Steed, and I'm an Orc. 2 of my Armor pieces have Divines Trait. All of my Armor is Gold so I get +15% to The Steed's Movement Speed effect.How do you know that they had max mount speed? Stamina plays a part too in this broken mechanic called horse riding.

Well I don't know if you'd see benefit from all 7 having Divines. Mine is pretty close to the speed cap so he doesn't even get that big a boost from Major Expedition.
