I completely agree that this is a problem, but fixing it is more complicated than disabling the visibility items off for moderators. Our moderators also provide support, and it's important that support threads we've responded to be highlighted. Allowing us to highlight one and not the other is not an insurmountable problem, but any solution will be fairly involved.
