UI is Freezing

I have been trying to get my PTS Charcter all set up to go out and see how it performs, but I'm having a hard time getting there.
It seems that when I am using weapon swap while looking through the skills window and building my bars, the game starts to stutter, then freeze, at times badly enough that I have to ctl+alt=del out and restart the computer because ESO wont let me get to my task manager.
I run a total of 4 monitors, 3 of them are in surround using 5760x1080 res. I usually keep the task manager open at all times on my 4th utility monitor. For some reson the PTS pulls the task manager off the screen and puts it behind ESO on the tripples. once it's there I can't get it back until ESO is closed.
