    Easy way to look at this is:
    1. 1-49 is per character and 50+ is per account.
    2. You are now shepherd into leveled content, ie DLC purchases.. This his modest impact to subs, but harsh impact towards those that are not currently subbed.

    I imagine, however well intended, this will lead to a drop in unsubbed players as they just became gated, unless they're purchasing content. I'm happy the VR system is going away, but I'm not stupid or blind enough to not realize that they're just exchanging one terrible system for another flawed one. Ultimately, time will tell. I just hope that they pay enough attention and, if the system needs fixing, they'll be quick to respond. Given ZOS' trend in response time and feedback to players, I'm not even remotely hopeful.

    I'm thinking that the best solution is to make all content cp160, battle level everyone all the time, and give no xp penalty for any cp rank.

    Based on how it works now (with mob scaling having an impact on Exp received) quests still offer Vet Rank exp, even if they are leveling quests, when you complete them. You just will get little exp (30%) for any mobs that are more than 50 CPs below you, and none that are L49 or below.

    It seems that under the new scheme, if you want to grind mobs for experience, its going to be a long slow process if you have more than 210 CPs.

    Won't that make it quite hard to catch up with the players with max CP?

    Well, new training gear trait gives you up to 85% more xp for kills, so if you are a higher level in cp just use that make up the difference when grinding cp. right?
