Crafting Bags and New Criwn Store Costumes

Don't know if I missed this is the patch notes there were a lot.
The new crown store costumes can not be previewed.
Crafting bags are not available for my character, do you have to have an ESO subscription on a PC account for them to work. I purchased the PC version of the game for access to test but my subscription is on PS4.
I know console systems don't talk to PC sirens currently but I would like to be able to test the bags without having to purchase two subs two game pi bases and one sub should be more then enough, IMO.
