oh ok, so does that mean gear will be able to be higher than 160cp? or is 160cp the limit on gear?

For equipment, ore could all become Ebony ect. It already takes 150 mats to craft one VR16 piece. Pretty easy to slot tiers from mid 40s through 50 +160 CP items inside that range. That way you don't have entire stacks and zones worth of mats becoming useless to all but new players.
I see all the potency runes being a mess to sort out though.

Everything stays like it is now, but instead of using a material to craft vr1-vr3 gear, you use it to craft cp10-cp30 gear.

That makes sense in theory, but it's so fast to gain CPs with Enlightenment that you'd speed past that range without needing the new gear.

That's not going to be a thing anytime soon, likely not for years.

If the cp cap is 550 why would there not be gear for that level, that would be stupid

Well I assume it's because 550 cp gear would be absolute god-mode compared to 160 cp gear and the last thing this game needs is a huge gap between players at cp cap and everyone else (more so than there currently is at least), but I don't know the specific reasons and am only going off of what ZOS has said on these forums. 160 cp (or whatever the v16 equivalent will be) is going to be the gear cap.

But that's like saying I know you leveled to VR16, but we are only going to let you wear VR3 gear

All proper Nords always take every week a bath on lørdag, bathing day, in your gibberish language named Saturday.
And our soap is the strongest and best soap in the world, we use it also to bleach our hair.

Can't they just rescale the mats? Currently, Iron is from lvl 1 - 14 -> How about making it lvl 1 - 5 instead? And then cram all veteran mats in there as well (Rubedite, Rubedo, Ancestor Silk and Ruby Ash from lvl 49 - 50).
Getting rid of the 10x mats needed to craft the highest lvl gear would also be nice
