In addition to emp stats, the Usurper should be permanently stealthed, have a +200% movement speed buff, and be able to jump 10x as high as usual.
I like this because it gives a little extra value to those outer keeps and makes people not forget they exist.
Not sure about the Usurp thing, but having those outer keeps mean something more, could help with lag and spread folks out. Not a terrible idea
Ooo, just thought of something. if the sitting Emp's faction does not hold those keeps, he/she loses access to the emp buff passives until those keeps are owned again. Meanwhile, inner 6 are still up for grabs to dethrone. So you could be emp still, just not have the buffs to go with it unless you have the aforementioned 3 outer jkeeps.

Maybe ya all aren't understanding. Someone takes the 6 inner keeps. They become Emp.but in order to use the passives, their faction has to own those 3 outer keeps. Drakelowe, Brindle, and Dragonclaw. So now the emp has to make a choice. Defend the inner keeps to maintain Emp in title only, or convince his faction to take those 3 outer keeps so he/she can use the passives to be more powerful. . Basically, Emp can't be in 2 places at once, forces are spread out and they have to make a decision. Get the buffs, or just keep the inners for title only. (no buffs)

So those who just want to farm emp can go on as usual, but if you actually want to use it to defend the newly captured keeps against two factions, you will now have to capture and hold a couple more keeps. Yeah I understand, and I don't like it.
