eso directx 11 issues: but its not directx

this appears every time I launch eso.
I followed the site, checked I had installed directx11 and I beat the recommended requirements to run eso.
to go in more detail every time I run eso, it comes up with a black screen for a split second then instantly crashes and shows ^that link.
I have tried everything; hell even used the repair time consecutively. im pretty sure ive exhausted it, ive run it at least 20 times over the past 8 weeks of not being able to play eso. Please help its driving me Flipping insane.
im on pc: windows 8.1: 64-bit.
also I have uninstalled and reinstalled it before after the issue.
