You guys really need to up your game on this - I actually don't mind buying fluff like costumes and mounts in the hopes you will reinvest the money wisely in game improvements - but lately you just seem to be phoning it in...
The only difference I see is lack of a torn up cape (lag-inducing and hard to make) and some covered skin on the female. Not enough to raise a big fuss about.

Even with the differences being minor, what they have effectively done is removed value from a high-anticipated vanity item. Typically good business practice is to add value, not remove it. The price tag doesn't do this removal of value any justice either. Granted, it's a bit cheaper than the Nord costume, but it's still 2x the price of any other costume on the store.

Oh okay, I was simply operating on the price I overheard; I didn't check the price myself. If anything this kind of affirms my point... same price, but they removed value (at least the value customers were expecting to receive).

It does look pretty badass... but no. I'm not going to buy it.
Seeing the screenshots above, I actually kind of get why they covered the thighs. I think it the thighs were exposed, it would have been a distracting feature of the costume. It would have looked out of place for some reason.
Here's my terrible shot at seeing what it would look like with exposed thighs:
I bought it, and while it's not bad, I think the fact it's named "Elven Hero Costume" is kind of misleading. It should be the Altmer Hero Costume, as the hero who wore it is Altmer. It's definitely not a Dunmer or Bosmer hero costume.
