As far as I can see some portion of the playerbase (usually the ones who post on the forum) always thinks their favourite MMO is simultaneously the best game out there and broken beyond all hope of repair unless the developers implement every single one of their ideas.
They always think the moment when they will finally happen is just around the corner, surely even the stupid incompetent devs who managed to spew out the best game ever made can see that this persons brilliant ideas are exactly what needs to happen to save the game from itself and it's only a matter of time before they do it.
And yet somehow every patch just makes the game progressively worse (whilst still being better than anything else), but surely the next one will fix it all...
In other words: never. Because no matter what ZOS do, or don't do, someone will be unhappy with it.

The game really isn't "broken" as you make it out to be. What this type of statement really means is "I'm not having fun with ESO anymore", or "There are some specific things about the game which bother me, and ruin my experience with it".
To say the whole game is broken is just crazy. The majority of players enjoy it. I agree that there is definitely room for improvement, but it's an ongoing process which ZOS is committed to, as long as people are still playing ESO. If you're that depressed by the game right now, you're never going to get your magical "patch", and may as well go play something else. Yes, if your gameplay revolves around ERP'ing in some tavern in Stonefalls, I'm sure to you everything is perfectly fine. Let me count the ways Zos has dropped the ball (I will try to exclude PVP):and so many more
- RNG is ridiculous (this includes the BS traits argument)
- FPS drops (hard to finish vMSA with last level at <20 FPS)
- Latency/crashes
- Lackluster content
- Price gouging in the crown store
- BOE vs BOP
- Balancing issues (PVE is different than PVP)
- No new dungeons with Wrothgar or TG (Normal or Veteran)
- Not creating new Veteran versions of dungeons (Blackheart Haven etc.)
- Not updating Trials to v16
- Not updating a lot of armor sets to v16
Some of these are relative and also opinion. But relative to a lot of people and the same opinions as a lot of others as well. Sources: Mountains of pages on the forums, including many that required vote.

If ZOE would just fix the STUPID bug/glitch where you need to log out in order for the stuff you bought on a guild store to be mailed to you(or wait a very long time), I wouldn't have any more significant problems with ESO atm, because like any sane person, I avoid the PvP.

The problem with this sort of high-minded finger wagging is that it sets up the very polarized "us vs. them" mindset that is the root cause of every overreaction that gets posted here.
When people feel like real constructive criticism is being ignored or worse, demonized by gratuitous positivism for the sake of it (which is the 8th deadly sin and bane of all mankind), they cannot help but feel frustrated, and that frustration boils over into posts that perhaps don't make as much effort to be so tactful.
Marilyn Manson of all people sums it up nicely. "When we were good, you just closed your eyes. So when we are bad, we'll scar your mind." Not that I personally support or condone such extreme opposite acts of trolling or rebellion as often take place, but it is certainly unfair to lump legitimate feedback into this category in a way that you have to admit came off as pretty insulting.
So, my advise? Avoid being the opposite generalization. Refrain from marginalizing, even if only by clever-sounding insinuation or innuendo, legit and needed criticism and feedback into an all-encompassing "bad" category.
It doesn't actually make you look very clever, and it only makes a bad situation worse and more frustrating than it already is.
