If you change a class' skills or the champion point system altogether please give me one free respec. It adds insult to injury to make me pay to get my character back up to speed after you f%$& with it. Thank you, that is all.
It's not about the gold, it's about giving me the option to change my character after forced changes are made on my class. It's a common courtesy in almost any game I've ever played really

As has been said, it used to be so, it no longer is that way, because too many people complained. Might be that way again, someday.

EDIT after reading some above comments I see this has been mentioned. so complaining about too many things makes you get what you ask for. people didn't want a free respec so they didn't give one now everyone wants one. zos is probably realizing there is no winning with the community we have here in eso lol
