Tib✭✭✭If you mean "Forever Hold Your Peace", you need TG rank 7, and then Andarri (or Thrag?) will give it to you inside any refuge.
The notes from Quen/Velsa/Walks-Softly are for their "personal quests" and not part of the "main" storyline so to speak, you can have them all active at the same time.~Tibbie~
