Need help with finding quest giver for Loriasel quest line

I was having a lot of trouble with the quest, and couldn't get the Eastern side activated at the beginning of the quest. So I Abandoned the quest but now i cant find the quest giver and everthing ive looked at hadnt been helpful. Please please please help me if you can!

✭✭✭✭✭The first Loriasel quest is started by Gerent Nuleem-Malem, here.
The second Loriasel quest (which is probably the one you want) is started by Vicecanon Heita-Meen, inside by the big door.
