Have you not been ganked or ganked anyone? That is usually when the tears start to flow.

Pretty sure DLC zones drop whatever materials you can actually use, based on your skill points spent on the craft's passive... not sure it counts for the IC water drops, but hey, it'z Zeni

The loot there now scales with the skillpoints you have invested in the Solvent Proficiency passive, in your chars Alchemy skill line.

Up until thieves guild patch you still could get v15 potion mats from IC backpacks. They made them scale to your crafting level in this patch, so you have to waste skill points in alchemy if you want good mats for alchemy. It's a clever and interesting way of making the game less fun...

I honestly don't follow this line of thinking. How is this a waste of skill points? If you're looking for solvents for alchemy, then you'd need to have alchemy passives to even use these higher tier solvents. Even if you have a dedicated crafting character that doesn't PvP, looting the bags in the safe zones requires absolutely zero PvP involvement so you don't have to worry about even skill assignment to defend yourself.

Yes, there is a reason. High level zones providing mats for V15/16 items/consumables scale their nodes to the crafting level of the collecting player. This is a good change since it gives crafters that didn't have the time and/or the resources to research all traits value to their crafts. They're now not as obsolete as before.
