Where do I start? Let's observe this in list form:
- Spell Crit Rate Increase
- Immune to Stealth Stuns
- Halves all damage done from stealth
- Allies also benefit from stealth defense bonuses
And this isn't even the Active effect. This is just what it does WHILE SLOTTED. C'mon ZOS. You have to see where this is just not fair for those who play stealthy.
Suggestions:
- Remove the immunity of Stealth Stun
- Reduce Stealth Damage reduction from 50% to 10%
- Stealth defense only applies to the user (Please, stop empowering Zergs)
This ability basically removes the effectiveness of Stealth players.
As someone who has a Nightblade character, I am fine with the Active ability of Radiant Magelight. It's nice that people have a tool to use against stealth players. But these "while slotted" effects aren't tools, they're cheats (unfair advantages).
NOTE: Nightblades aren't the only ones that use and benefit from Stealth.

Yeah but that involves me playing a way I don't really enjoy. I assume you're not a Stealth-based player which is why you can't empathize. But to those who are, it forces them to not utilize a stealthy approach which is just unfair because it's a playstyle favored by many people.
What are you, a Sorc? What if they created a Magelight that caused shields to reduce by 50% if the ML user was close to you?
Templar? What if they created a Magelight that reduced the effectiveness of your healing by 50% when in proximity of someone who has this ability slotted.
Point is, this ability it countering (unfairly) a certain playstyle and rendering it almost (if not actually) useless.
I actually main nightblades. I have both a stamina and magicka.
Magicka nb can set up proxy det, wait a few seconds, lotus fan, fear, ultimate. Dead.
Stamina can ambush, fear, then wb or surprise attack spam, with ulimate if needed. Dead.
You shouldn't need the 50% damage buff to kill someone. If you do, that says something of your fighting skills.
If you cannot beat someone in a fair fight duel, you don't deserve to kill him. I'm sorry.

You were killing people from Stealth well before this patch, and magelight was doing the exact same things then as it is after the patch. Why do you think that you won't be able to kill people after the patch if the Skill hasn't changed what benefits it bestows upon the player?
First off, I never killed any player from Stealth unless they were already damaged as I don't stack all my stats into Weapon or Spell Damage like most gankers tend to do. Secondly, I would be able to pick who not to attack because I could see that they are running Radiant Light. Now, that's not the case.
