Need Templar Healer/dps PVE Leveling build feedback

Hey so I'm having trouble developing a healing/dps build for my 38 khajit templar healer and doing an online search is severely lacking in anything concrete. Keep in mind this is for dungeons, I'm not into PVP. So this is what i've cobbled together:

Bar one - Destro:

Puncturing Sweep, Vampires Bane, BoL, Destructive clench (i had no clue what to put here), inner light. ULT: Solar Prison

Bar two - Resto:

Combat Prayer, Mutagen, BoL, Inner Light, Healing Ward. ULT: Remembrance

Its been working alright so far though i do run into a few situations where I'm out of magicka. I also know healing ward is super expensive but when i have it on my bar i tend to be a better healer.

Through more research below would be my ideal higher lvl bar but I have a lot of questions on healing ward vs channeled focus or inner light vs channeled focus, should I have repentance? etc.

Blazing Spear, Radiant Oppression, BoL, Elemental Drain, inner light. ULT: Solar Prison

Bar two - Resto:

Combat Prayer, Mutagen, BoL, Channeled Focus, Healing Ward. ULT: Remembrance

    Hello

    Are you doing heavy attacks with your resto staff ? It will help you sustaining your magicka. What's the enchants of your resto staff ? How much magicka regeneration do you have ? How much magicka do you have (with food) ? Do you spam BoL or Healing Ward ?

    For the endgame, i'll talk about my personal experience (I haven't tried the new raid ATM so can't talk about it) :

    I personnally don't use channeled focus anymore, i don't need the major ward/major resolve in PvE to stay alive (if your tank is doing is job, and you're doing yours (by dodging red circles, blocking things that needs to be blocked, ... you won't need it). And at higher lvl you won't need it to keep your magicka up.

    I don't use BoL on both bar, i don't use healing ward (my oh *** button is BoL and i don't need to spam it).

    I use Repentance (cause i mostly play with stamina DD and they love it), i'd remove it from bar only on bosses who don't have adds (if you need another skill though). If you don't play with stamina DD/tank you won't have the use of it.

    I don't use Mutagen on templar, i instead use Rapid Regen. I use purifying ritual too. Siphon spirit/Elemental drain are good skills (my tank loves it :p). Undaunted mysitcal orbs on trash mobs if my dds asked me for it (very useful in vICP).

    IMO Remembrance is the worst ulti for a templar healer, if you need damage mitigation use Solar Prison, but unless if you play with bad ppl you won't need it so add more dps with your ulti via Ice Comet/Shooting Star or Aggressive Horn (the horn is better). And even when i'm playing with PU, i don't use it.

    Combat Prayer is great if your teammates are packed, it adds nice dps. Inner Light is good too. I use structured enthropy for more spell power.

    For Leveling phase :
    For the healing part see above it works for low lvl content.

    EDIT : For DPS I use the same skill as you (Blazing Spear + Radiant Oppression), i sometimes use Prufiying Light. Pucturing Sweep is good too to add some dps. I don't use destro staff, I use two resto or one resto and DW. .

    bar 1: (make sure you have rushed ceremony somewhere)
    structured entropy/purifying light/extended ritual... spell power buff
    reflective light... crit buff (if not using magelight) and minor sorcery.
    aurora javelin/spears/breath of life/whatever
    radiant oppression
    breath of life or punc sweeps or dark flare

    ult: Meteor or something like it

    bar 2
    channeled focus
    entropy or extended ritual or mutagen
    repentance or spear shards
    open (consider healing springs)
    open
    Ult: Remembrance

    As a leveling/lowbie templar healer you just need good regen, rushed ceremony, and a heal over time (or 2).

    I personally use Orzorga's Red Frothgar, a scaling drink that increases max health and mana regen. It's cheap, and relatively easy to make(level 1 blue recipe). It solves my sustain issues while also giving me the extra survivability that most drinks do not have. You might want to try using it.
    Are you regularly using mana potions? I keep in my backpack what I pick up while doing regular PVE, it is much more than enough for me to use every time I feel like my mana is running out.
    The only destructive staff ability that's really useful, in my opinion, for a magicka templar would be Wall of Elements. I would suggest you use dual wield for your first bar unless you plan on using that.
    I would replace mutagen with repentance, personally. But that's more up to personal preference than anything.

    To be honnest, I don't think that using drinks is the best option for a templar healer/dps. Trading the max magicka bonus from foods for some magicka recovery will weaken your heals and damages. 1000 Magicka recovery is enough, and you don't need drinks to achieve that. If you feel that it's not enough, maybe the reason is that you're spamming expensive skills too much when it's not needed.
    About the DPS abilities for templars, Wall of Elements would be the last choice. Templar have enough damaging abilities on their own. Blazing Spear for example is a good AOE damage skill, and your tanks & stam DPS will appreciate the synergy.
