low fps

I have a gtx980sc, and amdfx 8350 overclocked to 4.5. Outdoor i get 40 - 50 fps. In towns i get 30 - 45 fps. Is this normal? My gpu temp is also at 45c while playing eso, but while playing wow it rises to 70c. Is this a cpu bottleneck?

i forgot to add, im playin on ultra fullscreen, vertical sync on.

Pfff I wish my game would run like yours. Before uninstalling, I got unexplicable fps drops to 10-15 all the time. I'd say it is normal.

ESO isnt using the all the CPU threads effectively, I believe this results in a bottleneck on the first thread.
