It applies to PVE in IC. That's why I still call them buff servers.

If you see a ganker at your quest node, move to your guest campaign (or home camp if you're in your guest) and do your questing there. That or wait a little while, move off and do other things and come back when it's clear.
You can also invite a friend to help you do the quests.
