Skill progress bars - inaccurate or working as intended?

I've noticed this a long time ago already, but now I really have to ask:
(Note: this only goes for skill lines and their respecitve skills when they're not maxed at that time)

When I morph a skill while one or more skills of the same skill line are not morphed and/or maxed yet, the progress bars of these others in the line go down.
Sounds a bit weird, but I don't know how to explain this any better.

Ok, an example:
Restoration Staff, all skills unmorphed and not maxed but in progress already. You morph Grand Healing to Healing Springs (still an example), and at the same time, the progress of all other skills in the line goes down by X%.

Question:
Why is that? I mean, why does an unmorphed skill in progress suddenly need more XP to level when another skill is now a morph?

Yeah, it does sound like a bug, but then I would have this bug since forever and with all characters^^

What exactly does leveling the skills do anyway besides allowing for it to be morphed? Does it get more powerful with each level it goes up?

Not with each level, but with each tier, yes.

I have actually seen this. But the bars seem to return to normal after a while. Or it does not seem like I have really lost any progress in the other skills.

I think it is more a thing where the other bars are moved up when the skill is ready to be morphed, then goes back to where it should be after you choose it.

The only way to be sure is to note what experience you do have in the other skills before you choose the morph, and not from the bar length, but the real numbers underlying it.

Yeah, I guess I should have checked the actual numbers, not just the bar length.
But I'm really glad to know I'm not the only one who has seen this. Everytime when I'm about to morph a skill, I'm like "I saw that!" and feel like the game is playing tricks on me lol

Kind of sort of and it depends. For the most part it is a tracking mechanism to let you know when you get to the morph.

Some skills give a longer duration of effect, some give slightly more output, but that is more the underlying stat than anything else but there is some growth in the skill as it goes up. I think some just cost more to use as they increase, but not sure if they have fixed that or not.

It enhances a skill a bit like damage duration ect however once morphed the same is true for example shooting star gives more ult per skill level.

Every time I morph a skill I notice this. I just assume everything is working as intended and move on. Skills level fast enough.
