When I morph a skill while one or more skills of the same skill line are not morphed and/or maxed yet, the progress bars of these others in the line go down.

Restoration Staff, all skills unmorphed and not maxed but in progress already. You morph Grand Healing to Healing Springs (still an example), and at the same time, the progress of all other skills in the line goes down by X%.
Question:
Why is that? I mean, why does an unmorphed skill in progress suddenly need more XP to level when another skill is now a morph?

I never heard about this maybe never noticed this if this happens it sounds like a bug.
What exactly does leveling the skills do anyway besides allowing for it to be morphed? Does it get more powerful with each level it goes up?

I have actually seen this. But the bars seem to return to normal after a while. Or it does not seem like I have really lost any progress in the other skills.
I think it is more a thing where the other bars are moved up when the skill is ready to be morphed, then goes back to where it should be after you choose it.
The only way to be sure is to note what experience you do have in the other skills before you choose the morph, and not from the bar length, but the real numbers underlying it.
