Instead of using those lame maelstrom items who only 1 out of 9001 people like (im overestimating the number of people that like that set by the way) you can use the following items.
You can get the set pictured on the left from rewards of the worthy. Just keep looting rewards, deconstructing them, and relog in order to get more rewards and chances for a transmutation shield/weapon/jewelry. You can find the pact (or dominion/covenant) set from your local cyrodiil vendor.
And that concludes this episode of tanking fails. Good luck finding those Kura and always stay blocking.

The VR14 Vendor gear dates back to when the game required a subscription. Want to go up to a vendor and buy best-in-slot gear? That used to be fine because you had to be a subscriber to even get in game and they knew they were getting their $15/month out of player. But with no subscription required, why in the world would they upgrade all the vendor gear to VR16? You don't need a subscription to earn AP. You don't need to buy DLC to earn AP or access Cyrodiil vendors.
They are not running this game out of the goodness of their heart. It is a business. You are welcome to hate the B2P change and wish they had kept the required subscription. But as long as the subscription is optional, ZOS have to incentivize people to subscribe or buy DLC. And the only incentive that really works in an MMO is better stats (which is exactly what the the requested VR14 to VR16 update would provide).

Another reason why the game was better off being subscription only. B2P/F2P makes every single one of their decisions "how will this make us money" instead of "how does this improve the game to keep people subscribed".
