If you want to be anything other than a pocket healer, then yes. Wrobel says he wants each class to be able to perform in each role, but he refuses to give Templars the tools to perform any role other than pocket healer... and he's even nerfing their ability in that regard.
So if you're just starting out, I would recommend trying something else, like a Sorc or DK. At least you will be able to DPS and survive in PvP for longer than 2 seconds.
