    I doubt it's a bug, I think it's more of an issue with mysterious behind-the-scenes calculations, nonprecise tooltips, and undocumented changes. I think that they simply don't want people to have even more regen if they use drinks.

    In general countries that use the metric system, the majority, use commas.
    And countries that use the (british) imperial system use the decimal point.

    So most of the former british colonies, of the british imperium, including USA, use the decimal point and all these fantastic usefull dimensions like psi, lbf/in2, lbf/in2, lbf/sq in, lbf/sq to make life easier for doing calculations at school.

    China, Japan and Korea complied like Mexico to the decimal point used in the USA.

    I can see on yourlink of your OP that ZOS acknowledges that they read your post and "are looking in to it"
    That does NOT strictly acknowledge that they see it as a bug

    I work at the" Finanzamt" and can confirm that tax laws are like "what. the. heck. is. that."
    Worst are international tax laws.

    There are quite some finance companies making good revenue from those international tax laws as well :)

    I worked all over Europe... meanwhile retired... and I always had a lot of compassion with my German colleagues that retired.... and were weeks and weeks and weeks busy getting all the paperwork collected, going hence and forth with the "Finanzamt" in order to get their entitled pension :)

    I get the feeling that this may become another "unintended feature"

    Something wierd I've notice with this is that the recovery from food seems to be applied after modifiers for almost everything. If you use stamina recovery food and then sneak or sprint you can maintain stamina for longer or indefinitely. If you use health food and get hit in a pulsar AOE your help only reduces the base amount (last patch, haven't tested it this patch), channeling spells you'll still have some magicka recovery if you use the proper drink. It's like they apply the food buff at the end of the other calculations instead of to the base number, which throws everything out of whack.

    This of course doesn't apply to blocking, which was touched not too long ago to set recovery to 0.
