✭✭Dunmer gets 9% max magicka, 6% max stamina, 7% extra fire dmg and some fire resist.
Altmer gets 9% max magicka, 10% magicka regen, 4% extra elemental dmg.
The difference is 10% magicka regen (Altmer) for 3% fire dmg, 6% max stamina and some fire resist (Dunmer).
For pvp I would prefer Altmer because you get the 10% magicka regen.
