I assume it takes time to setup the coffers in our inventories. Is that a lot of time? I don't know. Comparitively if that time was spent on this vendor, would it be significantly more time for ZOS? I didn't read that whole thread you linked so maybe the answer is there. When I get time I'll read it all.

Personally I think a vendor isn't really necessary. What they need to do is:
- Give us 9/9 traits in all crafts on premades.
- Give us boxes with tens of thousands of each crafting material, tannins included.
- Give us boxes with each dropped set in every weight/trait if it is possible to get different weight/traits.
Those three things would make testing far more meaningful and I can't imagine it'd take that much time, you are right. This means you'd get an "IC Box" with SPC, Leeching, etc, each box containing a full infused and full divines box. Same with Orsinium gear and Thieves' Guild gear.
Anything else craftable we can just craft with the given materials.

PTS launches prior to this included sets that were gold, so most the time it wasn't necessary to upgrade.
