Uh....what's this supposed to do? Now that I have it, I don't see any secret passages or anything of the sort - not when I'm hidden, not when I'm being chased, not when I'm being accosted.

Around 2-3 thieves guild npcs with a torch will spawn in a radius of 50-100 meter. Their location will be shown on the compass thing on the top. ( pc )
Go to them and they will teleport you to the next outlaw dent.3 -

I think that passive only works in the biggest/most important town of each zone where a den is located.1 -
