Deadly Cloak bugged

The second activation effect of Deadly Cloak IV doesn't work at all on the PTS. Character does the animation, but no damage is done.. neither in PvE nor in Cyrodiil vs a player.

Don't know if it's also bugged on Live.. it could be, since I doubt anyone would ever spec this useless skill anyway.
