It was something that was briefly talked about a while ago as a possible subscriber bonus. It is not in this patch, and I haven't heard it being mentioned since. Shame really, it would be a good incentive for people to get a sub, and make all our banking/inventory-shuffling lives a lot easier.

There is a bank assistant available from the crown store in this patch, but it is just a mobile bank interface NPC, not dedicated mat storage (still very useful though).

Crafting bags were said to be scheduled for Dark Brotherhood which is the Q2 DLC.
